The Youth and Sports Committee of the House of Representatives, headed by Dr. Mahmoud Hussein, recommended that the Ministry of Youth govern the standards and mechanisms upon which youth centers are transformed into Youth development centers In order to achieve the public interest of the youth facility, away from whims and personal interests.
This came during the committee’s meeting today to discuss the briefing request submitted by Representative Darwish Mara’i regarding transforming urban youth centers in the governorates into youth development centers, in the presence of Major General Ismail Al-Far, Assistant Minister for Youth Sector Affairs, Dr. Sayed Hazin, Head of the Central Administration for Youth Centers, and Mohamed Abdel Nabi, Head of the Committee. Representative Darwish Marei called for transforming all youth centers into youth development centers while maintaining the boards of directors that succeeded in managing youth centers in terms of activating various activities in them, whether youth or sports, and proposing investment projects that enabled them to develop their own resources, stressing that the goal of the request Briefing means changing the boards of directors of youth centers that are less efficient and unable to activate their various activities with other boards of directors that are more efficient and effective..
Commenting on the topic of the briefing request, Dr. Sayed Hazin, Head of the Central Administration for Youth Centers, explained that the number of youth centers that have been converted into youth development centers has reached about 46 youth centres, indicating that this transformation has resulted in achieving breakthroughs in them, whether structurally or in terms of increase. Its financial resources or number of memberships, citing the Coast Youth Center, which transformed from a center suffering from the accumulation of financial debts to achieving revenues exceeding about 20 million pounds, in addition to increasing the number of its General Assembly members. The committee also discussed the briefing request submitted by Representative Muhammad Al-Toukhi Al-Qasabi, regarding amending the regulations for youth organizations with regard to exchange controls. The subject of the briefing request included amending Articles (28), (35), (75), and (76) of the decision of the Minister of Youth and Sports. No. 90 of 2021 issued on 4/8/2021 regarding the financial regulations for youth centers, as follows::
Article 28: Amending the maximum value of the sustainable advance for youth centers located in cities from 20,000 pounds to 50,000 pounds, as well as the maximum value of the sustainable advance for youth centers located in villages from 10,000 pounds to 25,000 pounds..
Article (35): Amending the financial values of the contract limits by direct agreement to purchase and rent movables or real estate, contracting for business enterprises, or receiving services or technical works and consulting studies, whether for the boards of directors of youth centers or for the competent administrative authority..
Article (75): Adjusting the financial value of permanent items and consumable items deposited in the Youth Center’s warehouse if it exceeds (50) pounds to (500) pounds..
Article (76): Forming a committee to inspect the supplied items to verify their conformity with the required items if their value exceeds (1,000) pounds instead of (500) pounds, and it is sufficient for the committee to approve the purchase invoice if its value is (1,000) pounds or less instead of (500) pounds.
