As part of a government move to promote urban renewal in the cities of the Negev and the Galilee, which is being promoted by the Governmental Authority for Urban Renewal, the Authority’s CEO, Elazar Bamberger, signed the announcements of 6 new complexes designated for construction evacuation, in the cities of Hazor HaGalilit, Beit Shean and Tiberias.
The broad government move includes 25 construction evacuation complexes, in cities characterized as having an increased seismic risk in the north and south, which were chosen in cooperation between the government authority for urban renewal and the local authority. The complexes that have now been announced include 985 existing housing units, which will be demolished and replaced by 4,293 new housing units, in the cities of Hazor HaGalilit, Beit Shan and Tiberias.

The declaration of a complex as a eviction-construction complex gives the developer the tax benefits stipulated in the law, which are essential for the realization of the project, and also contains the arrangements stipulated in the law regarding “reluctant tenant”. The approved complexes are part of the “Local Authorities Route”, in which the Urban Renewal Authority is the party responsible for the promotion of the IBA, including the financing of the plan and the appointment and operation of the planning team.
- Tiberias: In the Ben Zvi complex in the Shikun D neighborhood, 292 existing housing units will be vacated and 1470 new units will be built in their place. In the Kiryat Shmuel neighborhood in the Maginim complex, 101 existing units will be vacated and 348 new units will be built in their place.
- Beit Shan: 213 existing apartments will be demolished and 533 new apartments will be built in the Deborah HaNeviah complex in the Neve Rachel neighborhood. In the Nof Jordan neighborhood, 114 existing units will be demolished and 285 new units will be built in their place
- In Hazor HaGalilit: 137 existing apartments in the Dolev complex will be demolished and 653 new apartments will be built in their place and in the Hasida complex in the settlement, 128 existing apartments are expected to be demolished and 518 new units will be built in their place.
“The plans in the cities of Beit Shean, Tiberias and Hazor HaGalilit will allow for adequate treatment of old neighborhoods that yearn for renewal in these cities, and they will be integrated into the current government effort to restore the cities of the north, following the events of the past year,” he said.
