During its meeting today, headed by Dr. Mostafa Madbouly, the Council of Ministers approved several decisions:

1. The Council of Ministers approved the draft decision of the President of the Republic regarding the Arab Republic of Egypt’s subscription to a capital increase in the International Finance Corporation (IFC). This contributes to maintaining the amount of Egypt’s shares of shares. Thus ensuring their voting power within the institution.

2. The Council of Ministers approved the draft decision of the President of the Republic regarding the third amendment to the financing agreement for the “Local Development Program for the Governorates of Upper Egypt,” signed between the government of the Arab Republic of Egypt and the International Bank for Reconstruction and Development, in the amount of $500 million. The third amendment aims to extend the term of the agreement, At no cost, the closing date will be October 31, 2024.

The program is being implemented in the governorates of Qena, Sohag, Minya, and Assiut, with an implementation rate of 98% until December 2023, and aims to support comprehensive sustainable development in Upper Egypt to be more attractive and create a business environment and climate for investors, while improving the level of services for citizens.

The “Local Development Program for Upper Egypt Governorates” consists of 7 components: drinking water and sanitation, roads and lighting, economic blocs, institutional structures, business-oriented services, citizen engagement, and industrial zones, as it contributes to supporting the competitiveness of economic sectors, through development. Production clusters with a competitive advantage, developing industrial zones, developing technological centers and mechanizing the provision of procedural services, as well as creating a business environment and climate for investors, institutional development of local administration, improving the provision of public services and infrastructure, enhancing the involvement of citizens in the stages of the local development process, and integrating considerations Environmental and social planning and implementation processes.

The “Local Development Program in Upper Egypt” was classified among the best practices undertaken by the Egyptian government to achieve the goals of sustainable development, by monitoring the activities that were implemented in the governorates of Sohag and Qena, and it was published on the United Nations website for following up on the international goals for sustainable development, and based on the affirmation Mr. President of the Republic, on the need to spread the success experience of the program to the rest of the governorates of the Republic. The second amendment to the agreement was signed and included the addition of the governorates of Minya and Assiut to the beneficiary governorates.

3. The Council of Ministers approved the draft decision of the President of the Republic regarding the agreement on the “Preparatory Technical Assistance for Sludge Treatment in Egypt” project, funded by a grant worth two million euros, from the European Investment Bank for the benefit of the Ministry of Housing, Utilities and Urban Communities.

The project aims to provide technical assistance to provide solutions for sludge management in a number of priority sites for the Egyptian state, as this technical assistance is consistent with the sustainable development goals of the United Nations, and includes a number of planned activities, including the necessary feasibility study, environmental and social studies, and updating current data and future expectations. To generate sludge in the targeted areas, evaluate production, collection, treatment, reuse and disposal options in the targeted areas, as well as evaluate the demand, capabilities and requirements for sludge valorization, propose the optimal location for the facilities, prepare a recommendation for the project area, and clarify alternatives and recommendations according to the operations and size of the wastewater treatment plant, Sludge characteristics, logistics, and potential end uses.

4. The Council of Ministers approved the Arab Republic of Egypt’s subscription to the nineteenth increase in the resources of the International Development Authority (IDA), one of the institutions of the World Bank Group.

The Council of Ministers also approved the Arab Republic of Egypt’s subscription to the 20th increase in the capital shares of the International Development Authority (IDA), one of the institutions of the World Bank Group.

This contributes to maintaining the amount of Egypt’s shares of shares. Thus ensuring its voting power within the Authority, given the importance of the Authority’s developmental role in achieving economic development in countries by providing soft financing to implement development programs and development projects.

5. The Council of Ministers approved, after completing a number of procedures with the concerned authorities, the treatment institution’s contract with the Nasr City Association for Development and Social Care, to manage, exploit and operate Mabarrah El Maadi Hospital, in order to ensure its optimal operation, as the hospital’s capacity is about 116 beds. It includes 13 specialized clinics that provide medical services to about 60,000 citizens annually. The hospital also witnesses an average of 11,000 surgical operations annually in several specialties.

6. Approval of the draft decision of the Prime Minister regarding the allocation of a plot of land with an area of ​​1,260 square meters, and a plot of land adjacent to it, located in the Al-Khalidin area in the Darasa district, Cairo Governorate, for the benefit of the Zakat and Charity House to establish its main headquarters, in a way that contributes to maximizing its role as a regulating channel for the disbursement of zakat funds. In their legally prescribed ways, ensuring the development and disbursement of charity funds, donations, gifts, bequests and charitable aid in charitable works, as well as raising awareness of the obligation of zakat and its role in developing society, and spreading the spirit of solidarity and compassion.

7. The Council of Ministers approved the decisions and recommendations issued by the meeting of the Ministerial Engineering Committee held on 2/28/2024 regarding assigning companies, or increasing assignment orders, to complete the work and benefit from the investments spent, for 28 projects, for the ministries: Housing, Utilities and Urban Communities, Transportation, higher education and scientific research, as well as Damietta Governorate.

8. The Council of Ministers approved requests submitted by some entities for contracts in accordance with the provisions of Article 78 of the Law Regulating Contracts Concluded by Public Entities, promulgated by Law No. 182 of 2018.
